I have worked as bond counsel for most types of municipal bond issues in Colorado since 1972, working directly with the issuer and/or underwriter. Much of my practice has involved financing for special taxing districts in Colorado providing for infrastructure improvements for both established districts and start-up districts. I was involved with lease purchase financing in Colorado prior to the Colorado Supreme Court approval of this financing method; extensive work with the creation of special assessment districts and the issuance of special assessment bonds for the district; and worked on revenue project financing by special districts, cities, towns and counties.
