My primary specialization is in the organization and operation of Colorado special districts and business improvement districts. These districts are limited purpose units of local government that can perform virtually all urban services other than police protection, land use, and certain permitting. As a result, this specialty niche practice touches upon a broad array of other legal specialties, including litigation, construction contracting, real estate and easements, personnel, among others. In terms of public works, I have been involved in retrofitting water systems in communities, providing documentation for constructing roads, undertaking a study of $150 million tunnel to the gaming areas in Black Hawk and Central City, Colorado, water lines, sewer lines, electric lines, and parking garages. We work with governmental immunity, conflicts of interest, public records and public meetings, and elections in Colorado. I have significant expertise in the area of alternate energy systems, including cogeneration of electricity and useful heat.
