Mr. Salisbury is a native of Charleston, West Virginia. He attended West Virginia University, graduating magna cum laude with a bachelor's degree in 1981, and he is a member of Phi Beta Kappa. Mr. Salisbury received his J.D. degree from the University of North Carolina in 1983. He was licensed to practice in West Virginia in 1984 and in Virginia in 1991.

Mr. Salisbury is a member of Village Chapel Presbyterian Church.
