Matthew L. Vicari is a Member of Miller Johnson and has been practicing law since 1990. He is the chair of Miller Johnson's Fraud & Embezzlement Recovery Practice Group. His practice is focused on representing business entities, executives, medical and other professionals, and other individuals in commercial disputes, as well as criminal matters involving a wide range of corporate, government and individual crimes. White Collar CrimesMr. Vicari has been retained to handle a wide variety of white collar criminal matters involving fraud, embezzlement, grand jury investigations, money laundering, gaming and counterfeiting. Mr. Vicari represents company owners, executives, medical and other professionals, as well as other individuals involved in white collar and general criminal matters. His work has involved him in dealing with a variety of state and federal law enforcement and other agencies, including the U.S. Department of Justice, U.S. Attorney's Office, FBI, DEA, U.S. Secret Service, Michigan State Police, and Michigan Attorney General's Office, among others. Health Care CrimesMr. Vicari has represented health care providers, including hospitals, physicians, and employees of health care institutions and private practices in matters involving Medicare and Medicaid reimbursement fraud, narcotics prescriptions, and violations of other criminal state and federal laws. Mr. Vicari represented a health care institution with respect to billing and reimbursement fraud issues. Government Agency CrimesMr. Vicari has also been retained by corporations and individuals investigated by state and federal governmental agencies alleging fraud against government programs, including issues relating to bids and awarded contracts, material certification and representation, and falsification of labeling and ingredients. Environmental CrimesMr. Vicari has been retained for matters involving criminal environmental investigations and actions relating to air, water and waste discharges, dumping, permitting, and other fraud or alleged illegal activity. This work requires his dealing with state and federal agencies including the Michigan Department of Natural Resources, Michigan Department of Environmental Quality, and the U.S. Environmental Protection Agency. As an example, Mr. Vicari has represented an industrial products corporation in matters involving air and water discharges. He also has represented environmental consultants regarding allegations of false claims and misrepresentation. Tax Evasion and Related CrimesMr. Vicar has been involved in matters involving Internal Revenue Service investigations and allegations of tax evasion and other violations of the U.S. Tax Code against company owners, executives, medical professionals, entrepreneurs, and other individuals. Other Criminal MattersIn addition to his work in the area of corporate and government crimes, Mr. Vicari has handled matters on behalf of individuals involving customs violations, firearm and drug possession, as well as assault charges. As an example, Mr. Vicari represented the executive of a company accused of importing radios that violated U.S. customs compliance regulations. Commercial Disputes and LitigationMr. Vicari represents business owners, shareholders, sales representatives, tradespersons, siblings, and other individuals involved in business related disputes. As an example, Mr. Vicari has extensive experience resolving unfair competition and non-compete agreement claims. He has represented brokerage firms seeking to protect their customer lists and other intellectual capital as a result of employee departures. In other matters, he has sought injunctive relief or enforcement of non-compete agreements. In one case, Mr. Vicari represented a material handling company alleged to have raided employees and unfairly interfered with a competitor. In another case, Mr. Vicari represented a food service company against a state agency involving a truck regulatory matter. Mr. Vicari also represents employers in lawsuits involving claims of discrimination, harassment, retaliation, whistleblowers, and intentional injury. Professional Affiliations, Activities and HonorsMr. Vicari is active in a number of professional associations, including the American Inns of Court, where he serves on the Executive Committee and is President-Elect; the Federal Bar Association; the American Bar Association; the State Bar of Michigan; the Grand Rapids Bar Association, where he is a member of the Board of Trustees and a past Bench/Bar Conference Chairperson, and member of the Community Relations and Program Committees; and the Catholic Lawyers Association of Western Michigan, where he is a Past President. He also is a member of the National Association of Criminal Defense Lawyers. EducationMr. Vicari received his law degree, cum laude, from the University of Detroit School of Law in 1990 and his undergraduate degree, cum laude, from Alma College in 1987. He is admitted to practice in Michigan. Bar Admissions
