Family Law Ms. Stillman is co-chair of the firm's Family Law Department. Since 1987, she has represented men and women in a variety of complex domestic relations cases throughout Maryland. She handles valuations of businesses, professional practices, retirement plans, and other aspects of property division; custody disputes; alimony and child support; premarital and post-marital agreements; and adoptions. Ms. Stillman has tried numerous family law cases and negotiated and drafted sophisticated separation, premarital, and post-marital agreements. Ms. Stillman's representation includes:
Ms. Stillman handled one of the largest marital property cases on Maryland's eastern shore. In this case, she argued successfully for the appointment of a receiver to control the opposing party's assets -- a very rare ruling in a divorce case in Maryland. Ms. Stillman has represented parties in international and interstate custody disputes, involving the Hague Convention, other international treaties, and the Uniform Child Custody Jurisdiction and Enforcement Act. In 2006, Ms. Stillman was named one of Maryland's Top 100 Women by The Daily Record. This annual award recognizes leadership roles and other outstanding achievements of professional women who reside and work in Maryland and who are making an impact on our state. In September 2005, Baltimore Smart CEO Magazine authored the first in a series of articles on the business costs of divorce. Ms. Stillman was the only family law attorney interviewed for and quoted extensively in the article. Ms. Stillman is an active member of the Family Law Committees of both the Baltimore County Bar Association and the Bar Association of Baltimore City (where she has served as co-chairperson). Additionally, Ms. Stillman has been appointed a Volunteer Mediator for family law cases in the Baltimore City Circuit Court's Family Division. She has given numerous lectures and written articles on a wide range of domestic relations topics. Health Care Practice Ms. Stillman served as Assistant Secretary for Business and Regulatory Services at the Maryland Department of Health & Mental Hygiene, where she oversaw the regulation and licensing of Maryland's health care facilities and individual health care practitioners. At DHMH, she played a key role in passage of the newly revised Assisted Living law. Ms. Stillman now represents health care providers and professionals in regulatory and transactional matters and litigation. Highlights of her experience include:
Ms. Stillman's representation includes health care litigation, sales and acquisitions of senior housing, regulation and licensing, Medicaid and Medicare reimbursement and fraud cases, disciplinary cases, certificate of need applications, other regulatory matters, and government relations. Government Relations/Administrative Law Practice Prior to joining DHMH, Ms. Stillman served on Governor Parris Glendening and Lt. Gov. Kathleen Kennedy Townsend's Transition Team and Statewide Steering Committee for his Gubernatorial election campaign. Ms. Stillman has chaired and played other major roles in local, state-wide and federal election campaigns in Maryland. Ms. Stillman now represents companies before agencies of Maryland State Government and local governments with an emphasis on advocating for health care providers and professionals in regulatory and administrative matters.
