James H. Lloyd, III has practiced law with the Firm since 1973. As the head of its Public Finance Law Practice Group, he has represented issuers, underwriters, trustees and borrowers in numerous tax-exempt financings in the State of Connecticut and in other jurisdictions. He has represented the State of Connecticut as bond counsel and special counsel in general obligation and special obligation bond financings and presently acts as bond counsel to the State in connection with the issuance of special tax obligation bonds, one of the State's major revenue bond programs which funds state-wide transportation infrastructure improvements. He has also acted as bond counsel to numerous municipalities and various other issuers in connection with the issuance of the tax-exempt and taxable obligations, including acting as special counsel to a Connecticut municipality in the issuance of tax-exempt bonds secured by incremental real property taxes in order to facilitate the development of a major retail/commercial center in that municipality.
Mr. Lloyd is knowledgeable in matters of public and municipal law generally and has represented municipalities and other public entities in drafting and interpreting state statutes, municipal charters and drafting various agreements relating to public facilities and public/private ventures. He has extensive experience in the development and financing of major development projects and recently represented the State of Connecticut Department of Economic and Community Development in negotiating a development agreement with a private developer for the Fort Trumbull project, a major multi-phase mixed use development project in New London for which the State has provided over $70 million in financial assistance to complement Pfizer Inc.'s major research facility located nearby. In addition to representing the State Department of Economic and Community Development, Mr. Lloyd has also represented the Connecticut Development Authority, the Connecticut Housing Finance Authority, the Connecticut Housing Authority, a number of municipal authorities and various other public entities. He is also knowledgeable in zoning and land use matters and is former Chairman of the Glastonbury Plan and Zoning Commission. Education
