Spencer Harper is a nationally recognized public finance and municipal law attorney. Over the course of his long career as an attorney, he has acted as bond counsel in connection with numerous bond issues for virtually all of the issuers of tax-exempt securities within the Commonwealth of Kentucky and is the author of many of the laws of Kentucky relating to public finance. Mr. Harper regularly acts as bond counsel for airports, air transportation companies, and utility companies, and for cities, counties, districts and other units of government throughout the Commonwealth of Kentucky. Prior to joining the firm, Mr. Harper was partner with Harper, Ferguson & Davis in Louisville and Covington, Kentucky, which merged into Ogden Newell & Welch PLLC in April 2002.
