Michael P. Botelho represents municipal issuers, underwriters, trustees and lending institutions in general obligation bond, refunding bond and revenue bond financing transactions.  He also serves as special counsel to municipalities in education funding, real estate development, governance, personnel and other municipal law matters.  Mr. Botelho currently serves as special counsel to the Borough of Naugatuck concerning development, zoning law and finance matters in connection with its development of downtown Naugatuck.  He assisted in the representation of the Town of Plainville as special bond counsel in the issuance of tax increment financing bonds to provide financing for a major retail/commercial center.  He has extensive experience in the representation of underwriters in state, municipal and quasi-public agency financings including a complex $43,500,000 special revenue conduit issue by the City of Bridgeport to benefit a Bridgeport-based health care institution.  Mr. Botelho has considerable experience and knowledge concerning the use of electronic media in satisfying disclosure requirements under the federal securities laws and has served on a number of panels concerning this topic. 
Mr. Botelho represents the Connecticut Department of Economic and Community Development on funding, development and real estate matters, such as the Adriaen's Landing development, the Hartford convention center redevelopment and Pfizer's clinical trials facility development in New Haven.  Additionally, Mr. Botelho provides advice to commercial banks, institutional lenders and borrowers in complex asset-based, real estate and construction lending transactions.  He has extensive experience in the documentation and negotiation of loan documents,  purchase and sale agreements, leases, interest rate swap agreements, restructurings and settlements.  Mr. Botelho has a comprehensive knowledge of corporate, partnership and LLC organizational requirements.

Prior to coming to the Firm in 1999, Mr. Botelho served as General Counsel in the State of Connecticut Treasurer's Office where he advised the state treasury in such areas as investments, public finance, securities law, unclaimed property, qualified state tuition programs, workers' compensation and employment law.  Mr. Botelho has considerable experience working with a number of state and municipal offices, such as the Office of Policy and Management, the State Attorney General's Office and the State Department of Transportation.        
Mr. Botelho is a frequent speaker on various bonding, financing and development issues involving municipalities and borrowers.  Some of these include, New Assistance for Brownfield Remediation, Electronic Issues in the Municipal Bond Context, and Issuer Beware: Emerging Issues Concerning Electronic Disclosure of Municipal Financial Information and Other Data.

He is a member of various professional and community organizations, including the National Association of Bond Lawyers, Securities Law and Disclosure Committee, the Connecticut Government Finance Officers Association and the Connecticut Association of Municipal Attorneys.  He currently serves on the Governor's Commission on Unfunded Mandates, which was established in 2005 to examine state-imposed unfunded and partially funded mandates imposed on Connecticut's municipalities. He also serves on the Governor's Small Business Advisory Council and on the Board of Directors of the March of Dimes (Connecticut Chapter).  Mr. Botelho is a member of the Connecticut Republican State Central Committee, the Glastonbury Economic Development Commission and the Executive Committee of the Glastonbury Republican Town Committee. 

Mr. Botelho received his J.D., cum laude, from the Georgetown University Law Center in Washington, D.C. and his A.B., magna cum laude, with High Honors in History, from Bowdoin College in Brunswick, Maine.  While attending Bowdoin, he was a James Bowdoin Scholar for three consecutive years and was the recipient of the prestigious Class of 1875 Prize in American History.  Mr. Botelho spent one semester abroad at the University of Madrid in Spain and received high honors for his thesis, "The Origins of U.S. Nonintervention in the Spanish Civil War".
